The call

Enrollment and profit keep climbing while the stock sits far below its all-time high, with Beijing's policy pen as the real swing factor.

China East Education runs cooking, car repair, IT, and beauty schools across 230 campuses, training people for jobs that need hands-on work computers cannot fully replace. It is hard to copy quickly because it has official licenses, ties with employers, and physical classrooms in many provinces, but the real threat is not competition from other schools or AI, it is the Chinese government, which banned tutoring companies overnight in 2021 and could change education rules again at any time. The company's future depends entirely on whether the government keeps supporting vocational training or shifts policy, which no one outside the government can predict.

Why
01
AI pressure: None apparent. Hands-on cooking, hairdressing, and repair training resist AI substitution better than classroom lectures do. Could AI do the core job? Unlikely.
02
Bigger players: Chinese Ministry of Education policy shifts. The same regulator that erased 80% of K-12 tutoring in 2021 could rewrite vocational training rules just as fast. Could a giant copy it? No, they are blocked.
03
What protects it. Provincial technician-college accreditation, physical campuses, and employer hiring pipelines that a new entrant cannot copy quickly.
What would change this call
Chinese authorities issue any tuition cap, licensing tightening, or technician-college accreditation moratorium on vocational training. Would show sovereign policy risk materializing against the company's core moat.
H1 2026 interim results (due Aug-Sep 2026) show enrollment or revenue growth turning flat or negative. Would show the growth thesis weakening independent of policy risk.
Number of accredited schools/campuses drops meaningfully below the current 230. Would show erosion of the physical-footprint and accreditation moat.

Named risks
  • Chinese state policy could reverse vocational-training economics as it did K-12 tutoring in 2021. Severity: high
  • April 2026 'AI Plus Education' plan and 15th Five-Year Plan AI mandate could reshape sector competitive dynamics. Severity: medium
  • Recurring related-party loan agreements with founder-shareholders raise governance and connected-transaction exposure. Severity: medium
  • Stock down ~40.8% over trailing year to Jul 2026 despite revenue and profit growth, signaling valuation disconnect. Severity: low

Questions people ask
Is China East Education profitable in 2025?
Yes. FY2025 revenue reached about RMB 4,616 million, up 12.1% from RMB 4,116 million in FY2024, and a February 2026 profit alert flagged a further significant increase in net profit versus FY2024's RMB 556 million (itself up 84.5% year on year), as disclosed in the March 17, 2026 annual results.
Could AI replace China East Education's training programs?
Unlikely for its core offerings. Culinary, auto-repair, and cosmetology training require physical equipment, in-person practice, and government-issued technician-college credentials that AI platforms cannot replicate. Only standardized short IT/coding content faces meaningful substitution risk; no company filing through mid-2026 discloses any AI curriculum adoption.
Who owns China East Education?
It is founder-controlled. As of a September 2023 interim report, Mr. Wu Junbao held about 33.1%, Mr. Wu Wei about 22.5% and serves as Chairman, and Mr. Xiao Guoqing held additional shares, giving the three founders collective majority control since the June 12, 2019 HKEX listing.
Who is China East Education's biggest competitor?
China Education Group Holdings (0839.HK) is the larger HK-listed peer, reporting RMB 7,363 million revenue for its fiscal year ended August 31, 2025, versus China East Education's RMB 4,616 million for FY2025 ended December 31, 2025. Smaller peer China Xinhua Education Group (2779.HK) had only about HKD 491 million market cap as of July 25, 2026.
What is the biggest risk facing China East Education?
The main risk is Chinese state education policy, not competition. The 2021 'Double Reduction' crackdown erased roughly 80% of New Oriental's tutoring income and triggered about 60,000 layoffs; a similar policy turn targeting vocational training could compress China East Education's economics just as abruptly.
Has China East Education expanded its campus network recently?
Yes. In January 2025 it acquired Shanxi Metallurgical Technician College and related entities for RMB 10 million cash, and in July 2025 its Guiyang New East Culinary school was upgraded to 'Guizhou New East Culinary Technician College' status by the Guizhou Provincial Government, bringing its technician-college count to three.
