The call

Cielo still tops healthcare RPO rankings while AI tools and bigger rivals chip away at the volume recruiting work that built the company.

Cielo helps big companies find, screen, and hire people by doing the sourcing and resume review work for them. The problem is that AI tools like Paradox and HireEZ now do exactly this sourcing, screening, and job-description writing work, and companies are already using them instead. Cielo's own headcount has dropped 15 to 35 percent since 2023, and job openings are down 82 percent year over year, which shows the displacement is real and already happening. The one thing that could save the picture is if Cielo lands major new clients or proves it can be profitable in a smaller form while Permira (the private equity firm that owns it) waits for an exit opportunity.

Why
01
AI pressure: AI-native sourcing/ATS tools (Paradox, HireEZ, HiredScore, Pin). AI now writes job ads, screens resumes, and sources candidates directly, cutting demand for the recruiters Cielo staffs out. Could AI do the core job? Yes, likely.
02
Bigger players: Randstad Sourceright, Alexander Mann Solutions, Korn Ferry RPO, and Workday's own AI stack. Larger RPO rivals and Workday's built-in AI (HiredScore, Paradox) can sell straight to Cielo's clients, bypassing the middleman. Could a giant copy it? Yes, easily.
03
What protects it. Twelve straight years as the top-ranked healthcare RPO and deep contract integrations make swapping providers costly.
What would change this call
Cielo headcount and open postings trend through Q1 2027 (vs current -16% to -35% YoY). Stabilization would suggest demand holding; continued decline would show ongoing displacement.
Any named enterprise client publicly moving RPO spend to an in-house AI stack. Would confirm AI tools substituting directly for Cielo's core service.
Permira initiating a sale, secondary, or refinancing process for Cielo. Would indicate an exit attempt after a 7+ year hold, tested against current headcount trends.

  • AI-native sourcing and screening tools directly automate Cielo's core high-volume RPO workflow. Severity: high
  • Permira has held majority stake since 2019, over 7 years, raising exit or restructuring risk without disclosed growth narrative. Severity: medium
  • No verified revenue figures exist; third-party estimates diverge by nearly 6x ($231M to $1.3B). Severity: medium
  • Fragmented RPO market with only ~13% top-five share offers no structural pricing protection. Severity: medium

Questions people ask
Is Cielo profitable in 2026?
Cielo is privately held and discloses no audited revenue or profit figures. Third-party estimates for revenue range wildly from $231M (Prospeo) to $1.3B (ZoomInfo), with a 2022 Growjo estimate of $409.4M, so profitability cannot be confirmed from public data as of mid 2026.
Could AI replace Cielo's recruiters?
Cielo publicly says it does not believe AI will replace recruiters, positioning its strategy as 'Humans + AI' rather than automation, per its own site. But SHRM's 2025 research shows 66% of organizations now use AI for job description writing and 44% for resume screening, the exact tasks RPO firms like Cielo traditionally sell.
Is Cielo laying off employees?
Multiple trackers show sharp workforce declines: Revelio Labs recorded Cielo headcount falling to 1,467 by December 2025, down 34.8% from 2,251 in 2023, while Crustdata put it at 1,727 as of June 2026, down 16.7% year over year. Glassdoor reviews from July 10, 2026 describe 'rolling layoffs.'
Who owns Cielo Talent?
Private equity firm Permira agreed to acquire a majority equity stake in Cielo from Accel-KKR in December 2018, with the deal expected to close in January 2019. Permira remains Cielo's majority investor with a board seat (partner John Coyle), and founder Sue Marks' management team retained ownership.
Who is Cielo's biggest competitor?
Randstad Sourceright, named an Everest Group PEAK Matrix Leader for 12 consecutive years as of March 2026, is Cielo's closest large peer, alongside Korn Ferry, ManpowerGroup Solutions and Alexander Mann Solutions. A 2025 GMI Insights estimate put the top five RPO players' combined market share at just 13%, showing no dominant leader.
Is Cielo the top-ranked RPO provider?
Cielo was named the No. 1 global RPO provider on HRO Today's 2025 RPO Baker's Dozen (published October 8, 2025, updated November 15, 2025) and No. 1 in healthcare RPO for the 12th consecutive year, per HRO Today's October 5, 2025 ranking, based on customer satisfaction surveys.
