The call

CrimeTracer still runs the biggest police data network in the country, but Oakland's move to Peregrine is the first crack in that network, and 2026 filings will show whether it spreads.

Forensic Logic (now called CrimeTracer) is software that police departments use to map and analyze crime patterns. It has built up a big advantage over 20+ years by collecting over 1 billion crime records and getting about 2,100 police agencies to plug into it, plus it meets strict government security rules. But that advantage is cracking: Oakland police, who have used the software since 2012, just switched to a rival called Peregrine Technologies because they say the data isn't being handled well and other Bay Area police departments are leaving too. When police agencies stop using a shared crime-mapping network, other nearby agencies start leaving as well, which creates a downward spiral that feeds on itself. The big question is whether other major police departments in the Bay Area will follow Oakland and switch to Peregrine in the next few months, which would show the spiral is real.

Why
01
AI pressure: Peregrine Technologies. Palantir alumni built an AI-native data platform and pulled flagship customer Oakland PD away from CrimeTracer in 2026. Could AI do the core job? Unlikely.
02
Bigger players: None apparent. No major cloud or tech giant has entered law enforcement data-sharing directly; the threat here is a well-funded startup, not a giant. Could a giant copy it? Probably.
03
What protects it. 1.3B+ shared records and 150+ CAD/RMS integrations across 2,100 agencies make switching costly, but only while regional peers stay on the network.
What would change this call
A second or third Bay Area agency announces migration from CrimeTracer to Peregrine in 2026. Confirms regional network-effect collapse beyond Oakland, accelerating churn.
SoundThinking Q2/Q3 2026 earnings show CrimeTracer bookings and revenue trend after Oakland loss. Shows whether churn stabilized or is spreading across the customer base.
Delayed ~$2.5M CrimeTracer contract and ~$2.7M Puerto Rico ShotSpotter renewal close or slip again in H2 2026. Indicates whether sales execution and guidance credibility are recovering.
Key numbers
  • Q1 2026 revenue fell 15% YoY to $24.2M (2026-Q1)
  • FY2026 guidance cut from $114-116M to $109-111M (2026-03-03)
  • Peregrine valued near $2.5B after raising ~$250M (2025-08-21)
Named risks
  • Network-effect reversal as flagship Oakland account defects to Peregrine, risking regional contagion. Severity: high
  • Parent SoundThinking revenue deceleration (Q1 2026 down 15% YoY) and cut FY2026 guidance. Severity: high
  • ShotSpotter litigation and regulatory scrutiny (PA Supreme Court case, Chicago settlement) could bleed into CrimeTracer contract decisions. Severity: medium
  • Leadership turnover: EVP overseeing CrimeTracer resigned effective March 31, 2026. Severity: medium
  • Municipal contract volatility (e.g., Cambridge MA toggling ShotSpotter on/off) signals broader SafetySmart portfolio instability. Severity: low

Questions people ask
Is Forensic Logic still an independent company?
No. Forensic Logic was acquired by ShotSpotter, Inc. on January 3, 2022 for roughly $31.6M in cash, stock, and contingent consideration. It now operates as the CrimeTracer product line inside SoundThinking, Inc. (Nasdaq: SSTI), with no standalone corporate existence or separately reported financials.
Who owns Forensic Logic now?
Forensic Logic is wholly owned by publicly traded SoundThinking, Inc. (Nasdaq: SSTI), based in Fremont, California. The acquisition closed January 3, 2022. Its product is now branded CrimeTracer, part of SoundThinking's SafetySmart platform, per SoundThinking's own materials as of 2025-06-04.
Is SoundThinking, CrimeTracer's parent, growing or shrinking in 2026?
Growth has stalled. FY2025 revenue hit $104.1M, up only 2% YoY (2026-03-03). Q1 2026 revenue then fell 15% YoY to $24.2M (2026-05-14), and full-year 2026 guidance was cut from $114-116M to $109-111M due to delayed CrimeTracer and Puerto Rico contracts.
Is CrimeTracer losing customers to competitors?
Yes. Oakland Police Department, CrimeTracer's founding flagship customer since 2012, is moving to rival Peregrine Technologies as of an April 2026 Oakland City Council agenda report, citing data-governance gaps and a shrinking regional network as Bay Area peers migrate away.
Who is Forensic Logic's biggest competitor?
Peregrine Technologies, founded by Palantir alumni, having raised about $250M and valued around $2.5 billion as of August 2025, is the named threat. It already won Oakland PD, CrimeTracer's flagship account, away from SoundThinking in 2026.
Could AI replace what Forensic Logic's CrimeTracer does?
Natural-language search over siloed police records is exactly what generative AI targets, and SoundThinking added its own genAI chatbot search in April 2025 and a voice-enabled Gen3 version in December 2025. But the defensible part, roughly 1.3 billion aggregated records and CJIS-type compliance across agencies, is harder for outside AI to replicate directly.
