The call

GovSpend has real procurement data and new AI tools, but flat headcount, falling traffic, and a bigger, AI-equipped rival mean the next year decides if it grows or gets sold.

GovSpend collects information about what government agencies buy and who they buy from, then sells that information to companies trying to win government contracts. The main problem is that Deltek GovWin IQ, owned by a much larger company called Roper Technologies, has more data (covering 95% of government contracts), more people working on it (150+ analysts), and just added artificial intelligence tools that make their product smarter and faster. Right now, nothing legally stops Deltek or an AI company from building their own version of what GovSpend does by scraping the same public government records. The one thing that could help GovSpend is if their new computer system (launched mid-2026) becomes so useful and easy to plug into other software that customers stick around even if Deltek copies their data, but signs point to GovSpend getting smaller, not bigger, which suggests the company may be preparing to sell or just take profits rather than fight back.

Why
01
AI pressure: Frontier LLMs and AI agents that can pull public procurement records directly. AI agents could scrape and structure the same public procurement filings GovSpend sells access to, cutting out the middleman. Could AI do the core job? Only partly.
02
Bigger players: Deltek GovWin IQ (Roper Technologies). Deltek's GovWin IQ already covers 95% of public spend with 150+ analysts and a new AI layer, Dela, competing head-on for the same buyers. Could a giant copy it? Yes, easily.
03
What protects it. A 15-year dataset built from direct agency relationships, now wired into Salesforce, Slack, and Copilot workflows customers already use.
What would change this call
GovSpend headcount stays flat near 175 or declines through 2027. would show the company is not investing in growth despite AI competition.
GovSpend web traffic keeps falling quarter over quarter. would show customer or prospect interest is shrinking, not stabilizing.
Thompson Street Capital Partners announces a sale of GovSpend to a strategic buyer. would show PE ownership was positioning for exit rather than long term growth.
Key numbers
  • $17.6T in cumulative purchase-order spend tracked (2026-06-16)
  • Website traffic down 11% quarter over quarter (2026-07-10)
  • Deltek GovWin IQ covers 95% of public spend, 150+ analysts (2026-07-20)
Named risks
  • Deltek's Dela AI, backed by Roper Technologies capital, could win customer renewals from GovSpend. Severity: high
  • Flat headcount near 175 for three years plus reported 11% QoQ traffic decline signal stalled growth as of 2026-07. Severity: medium
  • May 2025 PE debt refinancing under Thompson Street may precede a dividend recap or exit rather than reinvestment. Severity: medium
  • Underlying procurement data is largely public, so improving LLM aggregation could erode GovSpend's data exclusivity. Severity: medium
  • Unresolved BidPrime litigation over trade-secret and advertising claims poses legal/reputational exposure. Severity: low

Questions people ask
Is GovSpend profitable?
No public profitability figures are disclosed. GovSpend (legally SmartProcure Inc) has been owned by PE firm Thompson Street Capital Partners since January 4, 2021, and underwent a debt refinancing via Abacus Finance Group in May 2025, suggesting recapitalization rather than disclosed profit growth.
Could AI replace GovSpend?
Partially exposed. GovSpend's core job, aggregating agency purchase orders, bids and contracts, is the kind of structured data task AI agents increasingly automate. GovSpend responded by launching a Model Context Protocol (MCP) Server in June 2026 so AI agents can query its dataset directly.
Who owns GovSpend?
Thompson Street Capital Partners (TSCP), a St. Louis private equity firm, acquired GovSpend, legally SmartProcure Inc, on January 4, 2021, and refinanced its debt through Abacus Finance Group in May 2025 while retaining ownership.
Is GovSpend growing or shrinking?
Growth has stalled: headcount held near 175 employees from 2023 through July 2026 per Crustdata, only 2 open roles were listed as of mid-2026, and web traffic reportedly fell 11% quarter over quarter as of July 2026.
Who is GovSpend's biggest competitor?
Deltek's GovWin IQ, owned by Roper Technologies since a $2.8B acquisition in 2016, claims coverage of 95% of published federal, SLED and Canadian public-sector spending backed by 150+ human analysts, far outscaling GovSpend's ~175-person team.
What does GovSpend actually sell?
A subscription SaaS platform aggregating government purchase orders, bids/RFPs, contracts, agency contacts and public meeting transcripts across federal and SLED agencies, expanded in 2025-2026 with AI Search, Contracts+AI, and Meetings+AI features.
