The call

IOCL's survival rests on government ownership and physical infrastructure that neither AI nor private refiners like Reliance can take over.

Indian Oil Corporation runs about one-third of India's oil refineries and most of its fuel pipelines, making it nearly impossible for a rival like Reliance to duplicate that physical infrastructure. The Indian government owns most of the company and forces it to keep fuel prices low for regular people, which protects the business from collapse but also caps how much money it can make. The real question mark is whether the government will keep paying IOCL enough money to cover the losses from selling cheap fuel, especially as the cost of that subsidy has grown sharply in the past year.

Why
01
AI pressure: None apparent. AI optimizes refinery yields and logistics but cannot replace physical crude processing or pipeline delivery of fuel. Could AI do the core job? Unlikely.
02
Bigger players: Reliance Industries (Jamnagar refinery). Reliance's Jamnagar complex runs higher margins ($11.80/bbl GRM) and exports more, but stays out of IOCL's subsidized LPG and retail mandate. Could a giant copy it? No, they are blocked.
03
What protects it. Majority government ownership, a policy mandate to run subsidized LPG and fuel distribution, plus 71% of India's pipeline capacity and 11 refineries rivals cannot replicate.
What would change this call
Government adjusts LPG subsidy compensation mechanics or delays disbursement after Nov 2025 start. Would signal weakening state backing for IOCL's subsidized distribution mandate.
Gujarat and Barauni refinery expansions commission on schedule (Nov 2026, Aug 2026). Confirms IOCL is keeping refining capacity growth on pace versus Reliance.
Any government announcement on IOCL disinvestment or breakup of its PSU distribution role. Would indicate erosion of the regulatory moat protecting IOCL's market position.
Key numbers
  • FY25-26 standalone net profit: Rs 36,802 crore (31 Mar 2026)
  • Record crude throughput: 75.5 MMT (31 Mar 2026)
  • Pipeline throughput record: 105.6 MMT (31 Mar 2026)
Named risks
  • Crude price volatility: $10/bbl rise could cut combined IOC/BPCL/HPCL EBITDA by ~₹77,000 crore per Nomura. Severity: high
  • LPG subsidy compensation mechanics changing or delaying, under-recovery already rose to ₹670/cylinder by May 2026. Severity: high
  • Pipeline physical security breaches, e.g. Tonk oil theft gang busted July 2026. Severity: medium
  • Refinery expansion delays past Aug-Nov 2026 targets at Gujarat, Barauni, Paradip. Severity: medium
  • Reputational scrutiny over continued Russia operations amid sanctions, ongoing since 2022. Severity: low

Questions people ask
Is Indian Oil Corporation profitable in 2026?
Yes. For FY2025-26 (ended 31 March 2026), IOCL reported standalone net profit of ₹36,802 crore, up sharply from ₹12,962 crore in FY25, and consolidated net profit of ₹43,677 crore, per its Q4 FY25-26 results released 22 May 2026.
Could Reliance Industries replace Indian Oil in India's fuel market?
Unlikely soon. Reliance's Jamnagar refinery posts a stronger $11.80/bbl GRM (FY2025) but is structurally barred from IOCL's subsidized LPG and G2G distribution mandate, which is reserved for majority government-owned PSUs like IOCL.
Is Indian Oil Corporation government-owned?
Yes, IOCL is a Maharatna central public sector enterprise under India's Ministry of Petroleum and Natural Gas, majority-owned by the Government of India, roughly 57% as of the last confirmed 2017-18 disclosure, with the remainder held by institutions and the public.
Is Indian Oil Corporation cutting jobs?
Regular employee headcount fell modestly from 30,321 (31 March 2024) to 29,941 (31 March 2025), about 1.25% down. Chairman Sahney has cited a cost-discipline drive delivering roughly ₹2,000 crore in annual savings, as of January 2026.
Could AI replace Indian Oil Corporation's business?
No. IOCL's moat is physical and regulatory: 11 of India's 23 refineries (~80.5 MMTPA capacity), 71% of pipeline capacity, and a government-backed LPG/retail distribution mandate. AI may automate back-office and terminal operations but cannot substitute refining or pipeline infrastructure, as of mid-2026.
What is Indian Oil Corporation's biggest competitor?
Reliance Industries is the main private-sector rival in refining and petrochemicals, with its Jamnagar complex posting a $11.80/bbl GRM in FY2025 versus benchmark, though Reliance cannot access IOCL's subsidized LPG or G2G distribution role. State peers BPCL and HPCL are close domestic competitors.
