The call

Paxos holds real regulatory paperwork big banks don't have yet, but its core stablecoin volume is shrinking while those same banks build competing rails.

Paxos lets companies issue stablecoins (digital dollars) and tokenized bank deposits. It has real government approvals that are hard to get, but JPMorgan, Citibank, Bank of America, and other giants are now building their own competing products, which is already happening not just planned. The company has shrunk its main team while moving growth bets to a separate spinoff, and its biggest stablecoin product (PYUSD) has stopped growing. What matters next: whether PayPal and other partners keep using Paxos stablecoins or switch to the banks' versions instead.

Why
01
AI pressure: None apparent. AI agents may eventually settle payments in stablecoins, which could grow Paxos volume rather than eat it. Could AI do the core job? Unlikely.
02
Bigger players: JPMorgan (JPMD), Citi Token Services, Bank of America, Wells Fargo, HSBC tokenized deposits; Circle's USDC. Big banks are shipping their own tokenized deposit and stablecoin platforms while PYUSD and USDG circulation slide from 2026 peaks. Could a giant copy it? Probably.
03
What protects it. OCC national trust bank charter and first ever SEC blockchain clearing agency registration give it regulatory access rivals lack.
What would change this call
PYUSD circulation reported below $2.9B or above $4B in coming quarterly snapshots. Shows whether PayPal-driven demand is still shrinking or has turned around.
JPMorgan JPMD, Citi Token Services, or the Clearing House network announce live institutional volume figures. Would show bank tokenized-deposit products are pulling institutional dollars away from Paxos-issued stablecoins.
A second PayPal-scale enterprise distribution deal for PYUSD or USDG is announced. Would show Paxos can replicate its PayPal-style distribution win beyond the original partner.

Questions people ask
Is Paxos profitable in 2026?
Paxos has not disclosed profitability. Its Series D valuation ($2.4B) has stayed flat since April 2021, and its stablecoins PYUSD and USDG have both declined from 2026 peaks, suggesting financial pressure rather than clear profitability.
Could AI replace Paxos?
No. Paxos's core function, regulated custody and stablecoin issuance under its OCC national trust bank charter (converted December 2025), requires a licensed fiduciary entity that AI models cannot legally hold, though AI could compress its compliance and KYC operations.
Who owns Paxos?
Paxos is privately held and venture backed, with no single owner; Paxos Holdings LLC is the Delaware parent of the regulated trust subsidiary. CEO Charles Cascarilla co-founded the company in 2012 as itBit.
Is Circle Paxos's biggest competitor?
Yes. Circle's USDC dwarfs Paxos's PYUSD (~$2.9-3.5B) and USDG (~$2.9-3.1B) as of mid-2026, and Circle is already publicly traded, giving it scale and capital access Paxos lacks.
Did Paxos get in regulatory trouble?
Yes. On August 7, 2025, Paxos paid NYDFS a $48.5 million settlement ($26.5M penalty plus $22M compliance investment) over AML and due-diligence failures tied to its Binance/BUSD partnership.
Is PYUSD declining?
Yes. PYUSD circulation fell to roughly $2.9-3.5 billion by July 19, 2026 after peaking above $4 billion in March 2026, per PYUSD market data cited from Binance.
