The call

Profits shrank on weak chemicals and fuel prices, but the state-protected refining and retail network keeps running regardless of AI or rival moves.

Sinopec runs about 31,000 gas stations and massive refineries across China, making it the world's largest refiner by capacity. It is hard to replace because the Chinese government controls which company gets to operate where, and no private or foreign company can build that same network at scale. However, the company is losing billions in its chemicals business, and changes in US sanctions on Iran or shifts in what the Chinese government prioritizes could reshape how much profit Sinopec actually keeps.

Why
01
AI pressure: None apparent. AI optimizes trading, refining yields and EV routing elsewhere, but doesn't replace refineries or fuel pumps. Could AI do the core job? Unlikely.
02
Bigger players: PetroChina and CNOOC. Both are state-allocated peers sharing the same protected market lanes, not rivals trying to take Sinopec's share. Could a giant copy it? No, they are blocked.
03
What protects it. State ownership, licensing, and physical infrastructure (refineries, pipelines, 31,195 stations) that no private or foreign player can replicate in China.
What would change this call
Sinopec chemicals segment posts another annual operating loss in FY2026 results. Would show overcapacity bleed is structural, not a one-year dip.
New round of US Iran-sanctions durably cuts Sinopec crude throughput beyond months. Would show sanctions risk has moved from reroutable to structurally damaging.
Sinopec dividend payout ratio falls sharply from 81% in next annual results. Would show shift from stable state-champion payout to distressed cost-cutting.

  • 31,195 fuel stations, up 0.7% YoY (2025-12-31)
Named risks

  • US Iran-sanctions escalation (12th round, May 2026) threatens crude sourcing and terminal operations. Severity: high

  • Divergent headcount trends across business units signal uneven restructuring pressure. Severity: low

Questions people ask
Is Sinopec profitable in 2025?
Yes but declining. Sinopec reported FY2025 net profit attributable to shareholders of RMB32.48 billion (about $4.72bn), down 33.6% year over year, on revenue of RMB2.78 trillion, down 9.5%, as reported March 23, 2026, driven by lower crude prices and a chemicals segment loss.
Who owns Sinopec?
Sinopec Corp is majority owned by China Petrochemical Corporation (Sinopec Group), a fully state-owned entity administered by China's SASAC. As of December 31, 2025, Sinopec Group directly and indirectly held 69.87% of listed Sinopec Corp, per its 2025 annual results filing.
Could AI replace Sinopec's workforce?
Unlikely at scale. Sinopec launched its 'Fenghuo' industrial AI agent on May 6, 2026 to augment plant monitoring and engineering work, but its moat is physical refineries, pipelines, 31,195 fuel stations, and state licensing, none of which AI software can replicate or displace.
Is Sinopec laying off workers?
Mixed by division. Sinopec Shanghai Petrochemical cut headcount 13.3% to 6,940 employees in 2025, while Sinopec Oilfield Service grew headcount 12.7% to 13,301 in the same year, showing uneven restructuring across business units rather than group-wide layoffs.
Who is Sinopec's biggest competitor?
Its closest peers are fellow Chinese state oil companies PetroChina (CNPC), which leads in upstream reserves and refining capacity of 4.0 to 4.5 million barrels per day, and CNOOC, focused on offshore exploration. International majors like Shell and ExxonMobil compete mainly in chemicals and JV feedstock supply.
Is Sinopec affected by US sanctions on Iran?
Yes. The US sanctioned Sinopec's Rizhao Shihua Crude Oil Terminal in October 2025 for handling Iranian crude, forcing Sinopec to reroute about 800,000 barrels per day (roughly 20% of imports) and cut refinery throughput by 180,000 to 250,000 bpd, per S&P Global reporting dated October 15, 2025.
