The call

TechnoPro keeps growing revenue and holding high utilization while Blackstone bets on an unproven AI-implementation pivot with no shipped results yet.

TechnoPro sends engineers and IT workers to Japanese companies for on-site technical jobs, mostly earning money by billing for hours worked. It is hard for competitors like Persol or Recruit to displace them because of long client relationships and strict licensing rules for placing workers, but AI coding tools like ChatGPT and Cursor are now letting companies do simpler IT work with fewer people, shrinking the total hours TechnoPro can bill. The company is owned by private equity firm Blackstone and says it is launching an AI consulting business in July 2026, but so far nothing has shipped, and some data suggests TechnoPro may already be quietly cutting staff in Japan while hiring cheaper workers in India, which could mean the real numbers are worse than company reports show. Everything hinges on whether that AI business actually works and generates revenue by mid-2026.

Why
01
AI pressure: AI coding/QA tools like Cursor, GitHub Copilot, Claude Code. These tools cut demand for lower-complexity IT dispatch work over time, though utilization still holds near 95%. Could AI do the core job? Only partly.
02
Bigger players: Persol Holdings and Recruit Holdings. Both are bigger Japanese staffing rivals already competing across engineering and IT dispatch, with no licensing barrier keeping them out. Could a giant copy it? Probably.
03
What protects it. Worker Dispatch Act licensing and on-site relationships in regulated physical/technical work like construction, machinery, and biotech.
What would change this call
TechnoPro signs or fails to sign a named Anthropic/OpenAI partnership by end-2026. Shows whether the AI-implementation pivot is real or still just plans.
Q4 FY26.6 results (mid-2026) show engineer utilization above or below 90%. Reveals whether AI tools are already cutting billable engineer demand.
Reconciliation of headcount: company filings vs Revelio Labs figures published or explained. Clarifies whether staff count is actually shrinking or shifting offshore to India.

Questions people ask
Is TechnoPro Holdings profitable?
Yes. In FY25.6 (ended June 30, 2025) TechnoPro reported consolidated revenue of JPY 238.97bn, up 9.0% YoY, with net profit attributable to owners of JPY 16.15bn, up about 10%, and core operating profit of JPY 28.8bn, up 18.4%, per its own IFRS filings.
Who owns TechnoPro Holdings now?
Blackstone. After an unsolicited approach in November 2024 and a multi-party process, Blackstone launched a tender offer on August 6, 2025 valuing TechnoPro at roughly JPY 507.4bn (about USD 3.5bn), succeeded by September 25, 2025, and delisted the company from Tokyo Stock Exchange around December 2025.
Is TechnoPro Holdings laying off workers?
Data conflicts. TechnoPro's own filings show 30,649 employees as of June 30, 2025, up 6.6% YoY. Third-party workforce tracker Revelio Labs instead shows 21,248 by December 2025, down 6% YoY, with about 49% now India-based, an unreconciled discrepancy.
Could AI replace TechnoPro Holdings' engineers?
Not entirely. TechnoPro's core moat is Worker Dispatch Act-licensed, on-site engineering and construction staffing that AI cannot legally or physically replicate. But AI coding tools are structurally compressing demand for lower-complexity IT dispatch hours, a risk the company itself is addressing via a new AI strategy starting July 2026.
Is TechnoPro Holdings still listed on the Tokyo Stock Exchange?
No. TechnoPro (former ticker 6028) was delisted around December 2025 after Blackstone's tender offer succeeded on September 25, 2025. Blackstone has stated an intent to eventually relist TechnoPro in Japan, but no timeline had been announced as of March 30, 2026.
Who is TechnoPro Holdings' biggest competitor?
By revenue scale, Recruit Holdings (~JPY 1.05 trillion Japan staffing revenue, FY2024) and Persol Holdings (~JPY 668.89bn, FY2024) dwarf TechnoPro's JPY 238.97bn FY25.6 revenue, though TechnoPro leads specifically in engineering/technical staffing per staffingindustry.com data from January 2026.
