The call

Licensing and embedded client ties keep this business standing, but a widening AI adoption gap versus Meitec and TechnoPro is the thing to watch next.

Open Up Group sends engineers and skilled workers to companies across Japan. The Japanese government limits who can do this business (licensing rules) and the company has long-term contracts with big clients, which makes it hard for newcomers to steal business. But competitors like Meitec and TechnoPro have the exact same legal protection and client base, so Open Up is not clearly better than them. The real question is whether Meitec or TechnoPro roll out AI software faster to screen job candidates, match workers to jobs, and handle payroll: if they do and Open Up does not, those rivals could run cheaper operations and grab market share by late 2027.

Why
01
AI pressure: Agentic AI back-office tools (matching, screening, payroll automation). AI tools for matching and payroll are moving into production industry-wide; the company has not shown its own deployment yet. Could AI do the core job? Unlikely.
02
Bigger players: Meitec Group Holdings, TechnoPro, UT Group. These peers compete under the same license rules and could adopt cheaper AI-run back-office operations first, pressuring margins. Could a giant copy it? Probably.
03
What protects it. Japan's Worker Dispatch Act licensing plus long-standing client relationships and physical training infrastructure block new entrants.
What would change this call
Meitec or TechnoPro publicly launches an agentic AI back-office (matching/payroll) product in FY27 filings. Would show a peer gaining a cost edge Open Up lacks, risking margin divergence.
Q2 FY6/27 results show revenue decline continuing beyond the 19.5% YoY drop reported in Jul 2026. Would indicate client demand softening independent of AI competition.
Key numbers
  • TTM revenue ¥166.42bn (2026-06-18)
  • Q2 FY6/26 revenue down 19.5% YoY to ¥42.4bn (2026-07-05)
  • Operating profit up 69.2% for the half-year (2026-07-05)
Named risks
  • Agentic AI adoption in staffing back-office (matching, payroll, scheduling) reaching production industry-wide as of Jul 2026 with no confirmed company deployment. Severity: medium
  • Unresolved corporate identity chain between historical Trust Tech Inc. and current Open Up Group Inc. creates disclosure and continuity ambiguity. Severity: low
  • Five subsidiary renamings and mergers within 18 months (through Jul 2026) risk integration complexity and operational disruption. Severity: medium
  • 19.5% YoY quarterly revenue decline in Q2 FY6/26 tied to UK divestment, shrinking topline scale. Severity: medium
  • No differentiated moat versus scaled peers (Meitec, TechnoPro, UT Group, Alps Giken) operating under the same licensing regime. Severity: medium

Questions people ask
Is Trust Tech Inc. still a company, or did it become Open Up Group?
The Tokyo-listed entity trading as ticker 2154, historically known as Trust Tech Inc., is now named Open Up Group Inc., a name adopted in January 2023 after a 2021 merger of Yumeshin Holdings and Benex Group. The exact legal chain from Trust Tech to Benex Group is not fully documented in public filings.
Is Open Up Group (formerly Trust Tech) profitable in 2026?
Yes. As of June 18, 2026, Open Up Group reported trailing twelve month revenue of Y166.42bn and net income of Y13.54bn, per FT data. First-half FY6/26 operating profit rose 69.2% year over year despite a 19.5% quarterly revenue decline tied to its UK divestment.
Could AI replace Open Up Group's engineer staffing business?
Not the core placement model as of July 2026. Industry-wide, agentic AI is now in production for staffing back-office tasks like matching and payroll (Staffing Industry Analysts, Jul 14, 2026), but Open Up's core asset is directly employed engineers under Japan's Worker Dispatch Act licensing, a model not easily automated.
Who is Open Up Group's biggest competitor?
Meitec Group Holdings (9744), market cap about Y137.7bn as of June 18, 2026, is the closest scaled peer, alongside TechnoPro, UT Group (2146), and Alps Giken, all operating under the same Japanese staffing licensing regime as Open Up Group.
Did Open Up Group sell its UK business?
Yes. In April 2025 the group's UK blue-collar staffing arm Gap Personnel, originally acquired as Trust Tech in 2017, was sold via carve-out to Rcapital backed by a 23.5 million pound facility from Secure Trust Bank, per an April 15, 2025 CBInsights profile.
What is Open Up Group's revenue and how does it compare to Meitec?
Open Up Group reported Y166.42bn trailing twelve month revenue as of June 18, 2026, versus Meitec Group Holdings' market cap of roughly Y137.7bn on the same date, per FT data; Open Up's own market cap was about Y168-170bn.
