The call

UpCloud still holds ground in EU data sovereignty, but bigger-pocketed European rivals and untested hyperscaler sovereign clouds are closing in fast.

UpCloud runs cloud servers (computing power rented online) focused on Europe, especially Nordic countries that need to follow strict EU data privacy rules. It is hard for big US cloud companies like Amazon or Microsoft to compete here because of EU law, but UpCloud faces a tougher problem: richer European rivals OVHcloud and Scaleway are building the same thing with more money. UpCloud has not raised cash since 2020 while these competitors spend heavily on new computer chips for artificial intelligence work, putting UpCloud at a disadvantage. The one thing that could flip this around is if UpCloud raises new money, gets bought by someone, or if its CEO makes a major operational change after returning in mid-2026.

Why
01
AI pressure: AWS European Sovereign Cloud and Azure AI sovereign offerings. Hyperscalers are packaging AI tools inside EU-compliant sovereign clouds, aiming at the same public-sector buyers UpCloud relies on. Could AI do the core job? Unlikely.
02
Bigger players: OVHcloud and Scaleway. Both are better funded, actively buying GPU capacity, and courting the same Nordic and EU public-sector accounts UpCloud depends on. Could a giant copy it? Probably.
03
What protects it. GDPR, CISPE, and defense-ecosystem compliance that US hyperscalers still cannot fully match for Nordic public buyers.
What would change this call
UpCloud announces a capital raise of EUR 50M or more within 12 months. Would show it can fund GPU buildout and defend against better-capitalized rivals.
UpCloud publicly loses or fails to renew a named public-sector or defense contract to OVHcloud or Scaleway. Would show its sovereignty moat is eroding under peer competition.
AWS or Azure announces a sovereign cloud contract win with a Nordic government agency. Would show hyperscalers can bypass UpCloud's regulatory moat.
Key numbers

  • Third CEO in 16 months (Mar 2025, Jul 2026) (2026-07-02)
Named risks
  • No capital raise since January 2020 while competing in capital-intensive GPU buildout race. Severity: high
  • Two CEO changes in 15 months (March 2025, July 2026) signaling strategic instability. Severity: medium
  • Priced at a premium to Hetzner, risking price-sensitive customer loss. Severity: medium
  • Better-funded EU peers OVHcloud and Scaleway could capture same sovereignty-driven public-sector demand. Severity: high

Questions people ask
Is UpCloud profitable in 2026?
UpCloud has not publicly disclosed audited profitability figures. Its last confirmed funding round was an 18 million euro raise on January 21, 2020, and as of July 2026 no new capital round has been announced, suggesting the company is self-funding operations rather than reporting verified profit.
Has UpCloud had layoffs?
No layoffs have been publicly reported. Instead, UpCloud has seen leadership turnover: CEO Antti Vilpponen was replaced by external hire Arno Schafer on March 31, 2025, who was then succeeded by founder Joel Pihlajamaa on July 2, 2026.
Could AI replace UpCloud?
Unlikely for its core business. UpCloud sells raw GPU and IaaS compute (NVIDIA L40S from July 2025, expanded to L4, H100, B200 by May 2026) that AI workloads run on, making it an AI enabler rather than a target for AI-driven replacement.
Who is UpCloud's biggest competitor?
OVHcloud (Euronext-listed, roughly 46 data centers) and Scaleway (Iliad-backed, aggressive GPU buildout) are UpCloud's main EU-native rivals, both better capitalized. Hetzner also undercuts UpCloud on price, per independent benchmarks published July 2026.
Who owns UpCloud?
UpCloud is a privately held, Finnish-owned company with no public listing. Founder Joel Pihlajamaa, who spun the company off from his hosting venture Sigmatic in 2011, returned as CEO on July 2, 2026. Investors include Tesi, Inventure, and Connected Capital and Partners from its 2020 round.
Does UpCloud offer GPU cloud servers for AI?
Yes. UpCloud launched GPU Servers with NVIDIA L40S in July 2025 and expanded in May 2026 to include L4, H100, and B200 GPUs with NVLink multi-GPU configurations, targeting AI training and inference workloads for European customers.
