The call

Intrado still sits inside the regulatory wall that guards 911 infrastructure, but AT&T, Motorola, and AI-native rivals are now the ones winning new ground inside it.

Intrado runs the systems that route 911 calls to police and fire departments. The government requires these systems to meet strict rules, which keeps new competitors out. But AT&T and Motorola, which are much larger, are already allowed to build the same systems and are winning the big customer contracts that Intrado used to have. Intrado is also losing employees fast (job postings dropped 98% in 2025), its workers are unhappy, and the company has changed CEOs three times in three years. The big question is whether the new CEO can win back major contracts from AT&T and Motorola in the next year, or whether Intrado keeps shrinking.

Why
01
AI pressure: RapidSOS and Carbyne AI-driven call triage and data platforms. Rivals ship AI call triage and score higher on customer satisfaction while Intrado's own AI transcription tool launched only in 2025. Could AI do the core job? Unlikely.
02
Bigger players: AT&T and Motorola Solutions. AT&T now leads primary NG911 contracts and Motorola leads call-handling gear, pushing Intrado into a secondary spot in its own market. Could a giant copy it? No, they are blocked.
03
What protects it. FCC i3 rules, ESInet infrastructure, and multi-year PSAP/carrier contracts make switching providers slow and legally complicated.

Questions people ask
Who owns Intrado (formerly West Corporation) now?
Intrado Life & Safety is owned by infrastructure investor Stonepeak, which completed a $2.4B acquisition of the 911/public-safety business on January 31, 2023, after signing the deal in September 2022. The remaining non-safety units (TeleVox, Mosaicx, Notified) became Apollo-owned West Technology Group.
Is Intrado profitable in 2026?
No audited revenue or profit figures have been disclosed for Intrado Life & Safety since its January 2023 split from West Corp. Pre-split legacy revenue was about $2.28B in 2015, but that figure predates the carve-out and is not comparable to the current private entity.
Is Intrado losing ground to AT&T in 911 infrastructure?
Yes. Frost & Sullivan reported on May 12, 2026 that AT&T held the leading position among US NG911 primary contract holders as of end-2025, with Motorola Solutions also ahead of Intrado in call-handling equipment, despite Intrado and AT&T reaffirming their NG Nexus platform collaboration in June 2026.
Could AI replace Intrado's 911 call handling?
Not the core infrastructure. Intrado's ESInets and i3-compliant NG911 network are regulator-mandated and carrier-integrated, which AI models cannot replicate without becoming a licensed telecom operator. Intrado itself deployed AI voice-to-text transcription for 911 calls in July 2025 as a feature, not a network replacement.
Is Intrado cutting jobs or freezing hiring in 2025-2026?
Revelio Labs data shows Intrado Life & Safety's active job postings fell roughly 98% during 2025, even as headcount rose modestly to about 622 employees by December 2025 from about 560 in 2023, alongside reported negative and declining employee sentiment as of June 2026.
Who is the CEO of Intrado in 2026?
Damon Covey was appointed CEO of Intrado Life & Safety on July 20, 2026, ahead of the APCO 2026 conference. He is the company's third CEO in three years, following Matt Carter, who took over in October 2023 replacing Jeff Robertson.
