The call

XLSmart's license and tower base make it hard to dislodge, but merger losses and a shrinking ARPU leave little room for error against Telkomsel and Indosat.

XL Axiata is a phone and data company operating in Indonesia that merged with Axiata's local business. It has a government license and owns cell towers across the country, which makes it very hard for a new competitor to start from scratch, but the company is currently losing money and charging customers less per month each year (called ARPU). The real threat is not a new startup but Telkomsel, which is twice as big and invests more heavily in the latest 5G network technology, and Indosat, which is using artificial intelligence to run its network more efficiently and is already ahead on that front. The one thing that will tell the story: whether XL Axiata can stop its monthly revenue per customer from dropping further, and whether its parent company (Axiata, which needs to pay down debt) will actually spend enough money on new network gear to keep up with Telkomsel and Indosat over the next year or two.

Why
01
AI pressure: Indosat Ooredoo Hutchison's AI-RAN network. Indosat already runs AI-RAN commercially for spectrum reallocation; XLSmart's AI use is internal cloud migration, not customer facing. Could AI do the core job? Unlikely.
02
Bigger players: Telkomsel. Telkomsel holds roughly half the market and leads on 5G coverage and speed while XLSmart still digests its merger. Could a giant copy it? No, they are blocked.
03
What protects it. National spectrum licenses, over 200,000 towers, and Indonesia's three-player oligopoly structure keep new entrants out.

Key numbers
  • Net loss IDR 5.53 trillion on IDR 45.66 trillion revenue (2026-06-30)
  • ARPU fell from IDR 38,000 to IDR 36,000 (2025-08-28)
  • 82.6 million subscribers, up 41% YoY (2025-08-28)
Named risks
  • Net loss of IDR 5.53 trillion on TTM revenue amid unresolved merger integration charges. Severity: high
  • ARPU declining from IDR 38,000 to IDR 36,000 while revenue growth missed 20-30% guidance. Severity: high
  • Parent Axiata deleveraging and flagged capex cuts could constrain 5G investment versus rivals. Severity: medium
  • Ongoing ownership churn at controlling shareholder level (DSSA acquisition of BMT, June 2026). Severity: medium
  • Conflicting subscriber and market-share figures across sources undermine clear competitive tracking. Severity: low

Questions people ask
Is XL Axiata in financial trouble?
No signs of financial trouble show up in the numbers: H1 2025 revenue reached IDR 19.1 trillion, up from IDR 17.05 trillion in H1 2024, and Q2 2025 revenue grew 22% both quarter over quarter and year over year. The IDR 104 trillion (about $6.5B) Smartfren merger, finalized as of December 2024, also points to a company scaling up rather than pulling back.
Who are XL Axiata's biggest competitors?
As XLSMART, the company competes mainly with Telkomsel, which holds roughly 45% subscriber share and leads in rural coverage, and Indosat Ooredoo Hutchison (IOH), which runs near parity in subscriber counts (both near 94-95 million in 2025 estimates) but is ahead in AI-RAN network technology. Hyperscalers like AWS, Google Cloud and Tencent Cloud also compete for enterprise cloud wallet share where XLSMART only resells.
Is XL Axiata at risk from AI?
The main AI-related risk is competitive rather than existential: IOH's head start on AI-RAN network technology could lower its costs and improve service speed, pressuring XLSMART's margins and network parity. This threat is described as 'building' rather than already fully deployed, and XLSMART's own risk of AI-driven replacement looks unlikely given the difficulty of matching its spectrum and tower holdings.
What is XL Axiata's biggest risk right now?
The biggest risk is falling behind Telkomsel and IOH in specific areas: Telkomsel's roughly 45% subscriber share and stronger rural coverage keep XLSMART in third place, while IOH's AI-RAN lead pressures XLSMART's enterprise and network standing even as the two run near parity in raw subscriber counts (both near 94-95 million in 2025 estimates). The risk profile looks like competitive erosion at the margins rather than an existential threat.
Can big tech companies easily copy or replace XL Axiata's business?
Not the core mobile business: XLSMART's spectrum holdings and network of over 209,000 towers set a high bar that new entrants would struggle to match. The cloud and hosting resale side is a different story, since hyperscalers like AWS and Google Cloud already run most enterprise workloads in Indonesia, leaving that piece of the business as a thin reseller layer.
Is the XL Axiata and Smartfren merger going well?
Early merger numbers look strong: the post-merger subscriber base hit 82.6 million as of August 28, 2025, up 41% year over year, and the deal itself was valued at IDR 104 trillion (about $6.5B) as of December 2024. Full IT and network integration of the XL, Axis and Smartfren systems is expected to be reported by April 2027, so the process is still ongoing and worth checking again closer to that date.
