The call

The phone and broadband business is locked in by the state, but the cloud and AI pivot is losing ground to Alibaba and Huawei, and the US arm keeps shrinking under FCC restrictions.

China Telecom runs phone networks, internet service, and cloud computing across China. Its phone and internet business is nearly impossible to compete against because the Chinese government owns it and controls all the licenses and radio frequencies needed to operate, making that part very stable for the next few years. However, the newer cloud and AI services that China Telecom is trying to grow are much harder to protect: Alibaba Cloud and Huawei Cloud are both bigger players, and fast-moving AI labs are changing what companies want to buy faster than China Telecom can adapt. The one thing that could change the picture is whether China Telecom can actually make money from new AI services and get customers to switch from Alibaba or Huawei, which so far it has not done.

Why
01
AI pressure: Alibaba Cloud, Huawei Cloud, and frontier labs like Moonshot Kimi and Zhipu GLM. AI demand is shifting to Alibaba and Huawei Cloud faster than China Telecom Cloud can grow, even as its own cloud revenue rises. Could AI do the core job? Unlikely.
02
Bigger players: Alibaba Cloud and Huawei Cloud. Alibaba holds 37% cloud share and Huawei 17%, both growing faster than China Telecom Cloud's 17.1% pace in the same market. Could a giant copy it? No, they are blocked.
03
What protects it. State ownership and telecom licenses make the core mobile and broadband business nearly impossible for any rival to touch domestically.

Whether 'token services' appears as a separately disclosed revenue line by H1 2026. shows whether the AI pivot has become a real business or remains strategic language.
FCC actions on submarine cable licensing or further restrictions on Chinese carriers through mid-2026. shows whether the US/international arm keeps shrinking under regulatory pressure.
