The call

CityBase now lives inside Euna's government software bundle, protected by procurement lock-in but facing Tyler Technologies' push into the same payments turf.

CityBase (now called Euna Payments) helps cities and counties collect taxes and fees online. It is hard to replace because governments hate switching, regulatory rules, security certification, and old software connections lock customers in. But Tyler Technologies, the much larger competitor, is now bundling payments into its core software bundle and winning contracts CityBase used to own. The question is whether Tyler can take CityBase's existing city customers when their contracts renew over the next year or two; if Tyler wins those renewals instead of keeping them, CityBase becomes a cost center in a private equity portfolio rather than a growth business.

Why
01
AI pressure: None apparent. AI chat agents could someday handle citizen payment requests, but government procurement rules keep this far off. Could AI do the core job? Unlikely.
02
Bigger players: Tyler Technologies. Tyler is pushing a consolidated payments strategy backed by a $1B buyback, targeting the same city and county renewals Euna holds. Could a giant copy it? Probably.
03
What protects it. Being embedded in city ERP systems and procurement cooperatives like OMNIA makes ripping out payments costly and slow for government buyers.
What would change this call
Tyler Technologies wins a head-to-head renewal or RFP where Euna/CityBase was the incumbent. Would show Tyler actively displacing CityBase in real government accounts.
Euna Solutions loses preferred-vendor status on OMNIA Partners or Allied States Cooperative contracts. Would show erosion of the procurement channel CityBase depends on for deals.
GI Partners announces a sale, recap, or distressed exit of Euna Solutions before 2026. Would signal the PE owner sees weaker value than expected in CityBase's business.

  • Tyler Technologies' well-funded consolidated payments push could win incumbent renewals from CityBase. Severity: high
  • CityBase brand subsumed into Euna, reducing standalone visibility and reporting transparency. Severity: medium
  • Key financial and customer figures are vendor-reported (Euna press releases) and not independently audited. Severity: low

Questions people ask
Is CityBase still an independent company?
No. CityBase was acquired by GTY Technology Holdings for $160 million, with the deal closing February 19, 2019. GTY itself was taken private by GI Partners in 2022 and rebranded as Euna Solutions in May 2023, so CityBase now operates as the 'Euna Payments' product line inside a PE-owned rollup.
Who owns CityBase now?
CityBase is owned by GI Partners through its portfolio company Euna Solutions (formerly GTY Technology Holdings). GI Partners took GTY private for roughly $374 million, completing the deal around July 1, 2022, and rebranded the company to Euna Solutions in May 2023.
Is CityBase (Euna) profitable?
Not clearly. GTY/Euna's 2021 reported revenue was $60.45 million with negative EBITDA of roughly -$27 million as of December 31, 2021. No standalone current profitability figure for CityBase or Euna has been disclosed since it was folded into the private, PE-owned Euna Solutions structure.
Who is CityBase's biggest competitor?
Tyler Technologies is the biggest threat: it surpassed $2 billion in annual revenue in 2024 with an estimated 11.5% public-sector software market share, and in February 2026 announced a $212.5 million acquisition and a consolidated payments strategy aimed at the same government payments niche CityBase occupies.
Could AI replace CityBase's payment platform?
Unlikely to fully replace it. CityBase/Euna's moat rests on PCI compliance scope, hardware kiosks, and legacy municipal ERP integrations that a model can't replicate alone. Euna added AI as a feature layer (launched 'Euna AI' March 25, 2026) rather than a replacement for its core payments infrastructure.
How many government customers does CityBase/Euna serve?
As of March 31, 2026, Euna Solutions (CityBase's parent) reported serving more than 3,600 public-sector organizations across North America, with payments processed through its platform more than doubling year-over-year to $10.7 billion in 2025, per the company's own impact metrics release.
