The call

Huawei Cloud is locked in as China's sovereign alternative to Western cloud giants, but it is losing ground to domestic rivals Alibaba and Baidu even as that political shield holds.

Huawei Cloud sells computing and storage services inside China, where the US government bans Western competitors like Amazon and Microsoft. This keeps customers locked in. However, Huawei's Chinese rivals Alibaba Cloud and Baidu are taking customers away, and Huawei's cloud business actually shrank in 2025 even as its parent company grew. The company will likely survive because of government support, but whether it grows again depends on two things: whether Huawei can successfully make enough of its own computer chips (called Ascend) to power its services, and whether US rules get tighter and squeeze the business further.

Why
01
AI pressure: None apparent. Western AI platforms like Bedrock and Azure OpenAI are barred from China, so AI demand feeds Huawei's stack instead of replacing it. Could AI do the core job? Unlikely.
02
Bigger players: Alibaba Cloud and Baidu. Alibaba holds about 33% of China cloud share and Baidu leads GPU cloud at 40.4%, both ahead of Huawei's 18% and 30.1%. Could a giant copy it? No, they are blocked.
03
What protects it. US export controls and Chinese state procurement rules block Western hyperscalers, locking government and SOE workloads onto Huawei's Ascend based stack.
What would change this call
Huawei Cloud segment revenue in H1 2026 filings. Shows whether the 2025 decline continues or reverses.
Ascend 950PR deployment and 910C yield reports through H2 2026. Shows whether Huawei closes the performance gap with Nvidia chips.
Any Nvidia H20 relicensing approval for China sales. Would weaken Huawei's positioning as the default domestic AI-chip option.
Key numbers
  • Cloud segment revenue fell 3.5% YoY in 2025 (2025-12-31)
  • Huawei holds 18% China cloud share vs Alibaba's 33% (2025-Q1)
  • R&D spend hit CNY192.3bn, about 22% of revenue (2025-12-31)
Named risks
  • Cloud segment revenue declined 3.5% in 2025 despite parent growth of 2.2%. Severity: high
  • Domestic rivals Alibaba and Baidu are gaining share in cloud and GPU-cloud markets respectively. Severity: high
  • Ascend chip yield (~40%) and lack of EUV access via SMIC could cap AI compute competitiveness through 2027-28. Severity: medium
  • Expanding US regulatory actions (FCC import revocations June 2026, Entity List status) limit Western market access. Severity: medium
  • Global cloud presence remains minor, excluded from Synergy Research's top-5 leaders as of Q4 2025. Severity: low

Questions people ask
Is Huawei Cloud profitable and growing in 2026?
Huawei Cloud's segment revenue fell 3.5% year over year in 2025 to CNY72,075 million (about $10bn), even as parent Huawei's total revenue grew 2.2%, per Huawei's 2025 Annual Report published 2025-12-30.
Who is Huawei Cloud's biggest competitor?
In China's cloud market Alibaba Cloud leads with about 33% share versus Huawei Cloud's 18% as of Q1 2025 (Canalys via DataCenterDynamics, 2025-07-11). In GPU/AI cloud, Baidu leads with 40.4% versus Huawei's 30.1% in H1 2025.
Could AI replace Huawei Cloud?
No; Huawei Cloud is building AI infrastructure (Agentic Infra, AICS clusters) rather than being replaced by it. Zhipu AI's 744B-parameter GLM-5 trained entirely on Huawei's Ascend 910C chips without Nvidia GPUs, reported February 2026.
Who owns Huawei Cloud?
Huawei Cloud is a business unit of Huawei Investment & Holding Co., which is wholly owned by 169,054 employees and retired beneficiaries as of 2025-12-31; founder Ren Zhengfei holds only about 0.59% of shares.
Is Huawei Cloud safe from US sanctions affecting my job or contracts there?
Huawei remains on the US Entity List and Consolidated Screening List as of 2026-06-20, and the FCC revoked import authorizations for Huawei equipment in June 2026, but these primarily affect US market access, not Huawei's China-based cloud operations.
How does Huawei Cloud's Ascend chip compare to Nvidia's H100?
The Council on Foreign Relations estimated in December 2025 that Huawei's Ascend 910C performs only about 60% as well as Nvidia's H100 in real-world use, with yield rates around 40% versus Nvidia's 90%+ TSMC-made chips (reported 2026-04-27).
