The call

Naver Cloud sits protected inside Korea's sovereignty rules against foreign hyperscalers, while domestic rivals and its own model's disqualification test whether that protection still covers government work.

Naver Cloud provides cloud computing and AI services mainly to Korean government, defense, and finance customers who need data to stay within South Korea's borders. It is hard for American companies like Amazon Web Services to compete here because of Korean rules requiring local data storage, but local rivals like KT Cloud and Kakao Cloud can compete on the same terms. The real test is whether Naver Cloud can win back major government AI contracts after being dropped from Korea's flagship sovereign AI project in January 2026 over concerns about using a Chinese computer-vision tool.

Why
01
AI pressure: KT Cloud and Kakao Cloud's own sovereign AI models competing for the same government contracts. Domestic rivals build their own sovereign AI for the contracts Naver Cloud wants, and Naver's own model was already disqualified once. Could AI do the core job? Unlikely.
02
Bigger players: Amazon Web Services (AWS). AWS already holds roughly 77% of tracked Korean cloud usage, so Naver Cloud fights for a minority slice outside sovereign work. Could a giant copy it? Probably.
03
What protects it. Korean data residency and sovereignty rules for government, defense, and finance keep AWS, Azure, and Google Cloud out of Naver Cloud's core contracts.

Questions people ask
Is Naver Cloud in financial trouble?
There is no sign of financial distress at the corporate level. Naver Cloud's approximate Enterprise segment revenue was 587.8 billion won (about $400 million) for the year ended 2025-12-31, up 16.6% year over year, and it can draw on Naver Corp's much larger 12 trillion won total 2025 revenue for support.
What is Naver Cloud's biggest risk?
The biggest risk is competitive: Samsung SDS grew to 11.3% of Korea's public cloud market and passed Microsoft into second place, while Naver Cloud stayed flat at 5.0% share as of 2024-12-31, ranked 4th. Naver Cloud was also cut from Korea's national sovereign-AI project as of 2026-01-15, a setback in a market where government-linked contracts matter.
Who are Naver Cloud's biggest competitors?
In Korea's public cloud market, AWS leads with 22.0% share (as of 2024-12-31), followed by Samsung SDS at 11.3% (as of 2026-04-12) and Microsoft, with Naver Cloud fourth at 5.0%. LG CNS is also expanding after a roughly $827 million 2025 IPO, and LG AI Research is pushing a competing sovereign-AI effort.
Is Naver Cloud at risk from AI?
Partly. Naver Cloud's flagship HyperCLOVA X model was flagged as derived from an open-weight Qwen model, which undercuts the case that it is a differentiated asset. Open-weight models and frontier LLMs from outside Korea add further pressure on the standalone value of Naver's own model.
Is Naver Cloud losing market share to bigger competitors?
Yes, in the specific sense that its share has stayed flat while a domestic rival passed it. Naver Cloud held 5.0% of Korea's public cloud market as of 2024-12-31, ranked 4th, while Samsung SDS climbed to 11.3% and moved into the number 2 spot as of 2026-04-12, ahead of Microsoft.
What should I watch to see if Naver Cloud is turning things around?
Two dated checkpoints matter: whether Naver Cloud regains eligibility for Korea's next national sovereign AI foundation model project by 2027-01, and whether its Korean public cloud share climbs back above Samsung SDS's in the next IDC-style report, expected by 2027-04. A decision on expanding the Nvidia and Brookfield-backed AI Factory at GAK Sejong toward 200MW is also expected in Q4 2026.
