The call

Captive intra-group steel-plant work keeps POSCO E&C standing, but fatal accidents, regulatory threats, and lost redevelopment bids are shrinking everything outside that floor.

POSCO E&C builds power plants, factories, and apartment complexes in South Korea. About one-third of its business comes from building steel plants owned by its parent company, POSCO Holdings, which Samsung C&T and Hyundai E&C cannot do because they do not own POSCO. However, the other two-thirds of the work, like apartment redevelopment and highways, is open to all builders, and POSCO E&C is losing badly there: it won only KRW 1.7 trillion in new contracts in the first half of 2026, while Samsung and Hyundai each won over KRW 7 trillion. The real threat is not losing to rivals but government punishment: three fatal construction accidents in 14 months have triggered investigations, site inspections nationwide, and public talk of yanking POSCO E&C's license, which has already scared clients away. The company's future depends on whether the government actually cancels its license within the next six to twelve months, and whether it can bounce back to winning at least KRW 4 to 5 trillion per year in open-market contracts by the second half of 2026.

Why
01
AI pressure: None apparent. AI plays no visible role here; the pressure on POSCO E&C comes from regulators and rival builders, not algorithms. Could AI do the core job? Unlikely.
02
Bigger players: Samsung C&T and Hyundai E&C. Both rivals posted KRW9T+ redevelopment orders in 2025 while POSCO E&C's new orders collapsed to KRW1.7T in H1 2026. Could a giant copy it? Probably.
03
What protects it. POSCO Holdings' majority ownership locks in captive steel-plant EPC work that Samsung C&T and Hyundai E&C cannot bid for.
What would change this call
Ministry of Land, Infrastructure and Transport issues its business-suspension ruling on POSCO E&C. A bounded fine shows limited damage; a material suspension shows structural regulatory harm.
POSCO E&C reports H2 2026 new-order totals versus its H1 2026 KRW 1.7 trillion pace. Recovery toward KRW 4-5 trillion signals stabilization; staying near KRW 1.7 trillion signals lasting share loss to Samsung C&T and Hyundai E&C.
POSCO E&C's full-year 2026 profitability results are published against its earlier management guidance. A miss or downgrade would confirm the earnings recovery story is not materializing.

Questions people ask
Is POSCO E&C profitable in 2026?
POSCO E&C posted a one-time loss of KRW 288.1 billion in Q3 2025 tied to the Sinansan accident, plus an expected ~KRW 230 billion Q4 2025 charge. POSCO Holdings management guided a return to pre-accident profitability in 2026, but no confirmed 2026 profit results were reported as of mid-2026 (as of 2025-10-27).
Who owns POSCO E&C?
POSCO Holdings held 52.80% of POSCO E&C as of a 2020 SEC filing, making it a majority-owned subsidiary of the POSCO Group. Saudi Arabia's Public Investment Fund bought a 38% stake in 2015 for about 1.23 trillion won (~$1.04B), which appears to remain its holding.
Who is POSCO E&C's biggest competitor?
Samsung C&T is the dominant rival, ranked 1st in Korea's construction capability evaluation for 12 consecutive years through 2025 and leading 2025 redevelopment order wins with KRW 9.24 trillion. POSCO E&C ranked only 7th nationally in the same 2025 evaluation, trailing Samsung C&T, Hyundai E&C, Daewoo E&C, DL E&C and GS E&C.
Could AI replace POSCO E&C's construction business?
No. Physical construction execution, licensed engineering sign-off, bonding capacity, and captive intra-group steel-plant EPC work tied to POSCO Holdings ownership are untouched by frontier AI. POSCO E&C ran an internal AI Challenge from March 24 to May 15, 2026 with 1,887 participants, but only for design review and defect-detection assistance, not replacement of core operations.
Is POSCO E&C facing layoffs in 2026?
No confirmed layoffs have been reported. However, POSCO E&C's new order volume collapsed to KRW 1.7051 trillion in H1 2026, roughly a quarter of rivals Hyundai E&C (KRW 7.69 trillion) and GS E&C (KRW 7.47 trillion), a pullback that could pressure staffing if it persists.
What accidents has POSCO E&C had recently?
POSCO E&C suffered three fatal accidents in 14 months: an April 2025 Gwangmyeong/Sinansan tunnel collapse later attributed to human error in crack detection, a December 2025 Yeouido rebar-collapse death, and a June 2026 fall death, prompting raids, a full-site inspection, and a pending business-suspension recommendation.
