The call

SJTU's domestic standing stays firm on state backing, while US blacklisting and pending legislation chip away at its international research reach.

Shanghai Jiao Tong University is one of China's best research schools, running hospitals, supercomputers, and partnerships with major industries. It is hard to replace because the Chinese government controls which schools can give degrees and conduct research, and no AI chatbot can recreate its labs, equipment, or ties to companies and hospitals. The big risk is that the United States is cutting off partnerships with Chinese universities, which shrinks SJTU's ability to collaborate with American researchers and companies, even though its core work inside China stays strong.

Why
01
AI pressure: None apparent. AI cannot grant degrees or replace state accreditation; SJTU instead builds AI infrastructure via Huawei's Zhiyuan-1 compute platform. Could AI do the core job? Unlikely.
02
Bigger players: US Department of Defense blacklist and pending Protecting American Research and Talent Act. Pentagon blacklisted SJTU in July 2026; pending US legislation could extend the cutoff to all federal funding, curbing US collaboration. Could a giant copy it? No, they are blocked.
03
What protects it. Direct Ministry of Education backing, C9 League status, and domestic funding make survival independent of US ties.
What would change this call
Whether H.R. 5253/S. 2755 passes and broadens the US blacklist beyond DoD funding. Would show US-China research decoupling escalating and cutting SJTU's international collaboration access.
Additional US universities or companies publicly terminating partnerships with SJTU. Would show accelerating isolation of SJTU from Western academic and industry networks.
MoE or NHC regulatory findings on the Xinhua Hospital clinical trial death case. Would show whether domestic regulators are constraining SJTU's medical school operations.

Questions people ask
Is Shanghai Jiao Tong University on a US blacklist?
Yes. On July 23, 2026, the US Department of War added SJTU to its Section 1286 list of foreign institutions posing a national-security risk, barring US-government-funded researchers from collaborating with or using SJTU equipment, effective FY2026.
Could AI replace Shanghai Jiao Tong University?
No. SJTU holds state-licensed degree-granting authority, 12 affiliated hospitals, and physical research infrastructure like the 633-PetaFLOPS Zhiyuan-1 cluster, none of which AI can substitute; AI is used internally as a tool via its School of AI, not a replacement.
Who owns Shanghai Jiao Tong University?
SJTU is a state-owned, non-profit public university directly administered by China's Ministry of Education and jointly built with the Shanghai Municipal Government, not a private company with equity ownership or funding rounds.
Is Shanghai Jiao Tong University's US partnership with Michigan still active?
No. The University of Michigan formally ended its joint institute with SJTU in January 2025; the program was rebranded as SJTU Global College in May 2025, mirroring similar exits at Georgia Tech-Tianjin and UC Berkeley-Tsinghua.
Who is Shanghai Jiao Tong University's biggest rival in China?
Its closest peers are fellow C9 League members Tsinghua and Peking University, which ranked #18 and #23 respectively in the 2025 ARWU, both ahead of SJTU's #30 global rank.
What is the Xinhua Hospital scandal linked to SJTU?
A Science/Retraction Watch investigation reported July 24, 2026 revealed a six-year-old girl died in March 2025 after an experimental gene-editing therapy at Shanghai Xinhua Hospital, a facility affiliated with SJTU's School of Medicine.
