The call

Viber survives as Rakuten's paycheck-grade holding, strong in five countries but globally marginal and dependent on a parent that can reshuffle or squeeze it at any earnings call.

Viber lets people send messages, make calls, and share files over the internet, competing with WhatsApp and Telegram. It is hard to dislodge in Ukraine, Serbia, Bulgaria, Greece, and Belarus because millions of people there have used it for over a decade and their friends are already on it, but everywhere else WhatsApp and Telegram are far ahead and Viber shows no sign of catching up. The real risk is whether Rakuten, Viber's Japanese parent company, will keep spending money on a product that barely grows and is tucked into a smaller division, especially if Rakuten faces money problems of its own.

Why
01
AI pressure: OpenAI/ChatGPT. Viber built ChatGPT into its app in July 2026 instead of building its own AI, so any edge it gets is rented, not owned. Could AI do the core job? Only partly.
02
Bigger players: Meta (WhatsApp, Messenger) and Telegram. WhatsApp and Telegram dominate globally with about 3% share for Viber worldwide, boxing it into a handful of countries. Could a giant copy it? Probably.
03
What protects it. Decade-old phone-verified user base and habit lock-in give it near-total share in Ukraine, Serbia, Bulgaria, Greece, and Belarus.
What would change this call
Rakuten's Aug/Nov 2026 earnings show Internet Services segment revenue declining or Viber-specific disclosure omitted again. Would show Rakuten deprioritizing Viber as it loses relevance to parent's core business.
Ukraine MAU or market share figures drop below the ~97-98% historically reported. Would show erosion of Viber's only truly dominant market post-war.
Rakuten announces further intra-group transfer, sale, or restructuring of Viber Media similar to the Nov 2024 move. Would signal Viber is being treated as a non-core asset for disposal or accounting purposes.
Key numbers

  • 97.7% market share in Ukraine (2021)
  • 1,101 employees, up 5.5% YoY (2026-06-29)
Named risks

  • Regulatory blocking risk, as seen with Russia's December 2024 ban erasing a major user base. Severity: medium
  • No standalone revenue disclosure from parent Rakuten, obscuring true financial health. Severity: medium
  • Parent Rakuten carries heavy debt from mobile buildout, risking deprioritization of non-core Viber. Severity: high

Questions people ask
Who owns Viber?
Viber is 100% owned by Japanese conglomerate Rakuten Group (TYO: 4755), which acquired Viber Media Ltd. for about $905 million in a deal announced February 14, 2014 and completed March 14, 2014. In November 2024, ownership was internally shifted to Rakuten Asia Pte. Ltd. in Singapore, with no change in ultimate parent.
Is Viber profitable?
Rakuten does not disclose standalone Viber profit or revenue. Viber sits inside Rakuten's Internet Services segment, which reported JPY 1.4 trillion revenue (+6.8% YoY) as of Rakuten's Q4 FY2025 results on February 11, 2026, but Viber's individual contribution is not broken out.
Could AI replace Viber?
Viber's own AI features (chat, translation, summarization) run on an outsourced OpenAI ChatGPT integration launched July 7, 2026, adding no proprietary AI layer. Its defensible asset is a decade-old phone-verified contact network in countries like Ukraine (~98% share) and Serbia, which AI alone cannot replicate.
Who is Viber's biggest competitor?
WhatsApp (Meta) dominates globally with about 48.9% market share and roughly 3 billion MAU versus Viber's roughly 3.1% share as of May 2026, per wmtips data. Telegram, at about 26.7% share, is the next-largest rival contesting Viber's regional strongholds.
Did Viber lose users in Russia?
Yes. Russian regulator Roskomnadzor blocked Viber in Russia on December 13, 2024, cutting off what had historically been one of its largest national user bases, per Wikipedia sourcing dated 2026-07-22.
Is Viber growing or shrinking?
Signals are mixed: headcount rose about 30% in 2025 per company statement (May 2026), and Viber launched Dating (Feb 2025) and ChatGPT integration (July 2026), but MAU estimates conflict wildly (66M to 820M across trackers) and Russia's user base was cut off in December 2024.
