The call

VNPT survives on state backing and data-sovereignty rules, but Viettel's scale and cloud buildout keep it fighting for second place.

VNPT is Vietnam's second-largest phone and internet company, owned by the government. It is hard for foreign companies like Google or Amazon to compete because Vietnam's laws require data to stay in the country, but this same protection does not help VNPT against Viettel, a bigger Vietnamese competitor that already controls more than half the phone market and is building massive data centers. The company is trying to build artificial intelligence and cloud computing products, but these are unproven and could be replaced by cheaper technology from Viettel or free tools available online. What matters most is whether the government gives Viettel or VNPT the biggest cloud computing contracts over the next few years; if Viettel wins those deals, VNPT may stay stuck in second place.

Why
01
AI pressure: Generic foundation-model APIs (OpenAI, Google, open-source LLMs). Cheap foundation-model APIs threaten to commoditize VNPT AI's eKYC, SmartVoice, and SmartUX wrapper products. Could AI do the core job? Only partly.
02
Bigger players: Viettel (Ministry of Defence owned telecom). Viettel holds 54-57% of Vietnam's mobile market to VNPT's 17%, and is building 560MW of data centers to win government cloud deals. Could a giant copy it? Probably.
03
What protects it. Vietnam's 2026 data-sovereignty law blocks foreign hyperscalers, and state ownership guarantees VNPT a role in government and enterprise contracts.
What would change this call
Viettel's data-center capacity grows from 140MW toward 560MW by 2030 as planned. Confirms Viettel is winning the infrastructure race VNPT needs for cloud/AI growth.
Government-cloud spending allocation under Decision 808 (May 2026 mandate) is reported by provider. Shows whether VNPT or Viettel captures state cloud contracts.
VNPT's headcount and MOST ownership-transfer proposal outcome are finalized/reported. Indicates whether restructuring stabilizes VNPT or continues shrinking it.
Key numbers
  • VNPT holds 17.49% mobile share vs Viettel's 54-57% (2023-2026)
  • FY2023 revenue ~$2.16bn, profit ~$175.8m (2023-12-31)
  • Viettel scaling data centers from 140MW to 560MW (2026-07-20)
Named risks
  • Ownership transfer proposal from Ministry of Finance to Ministry of Science and Technology remains unresolved as of 2026-05-05. Severity: medium
  • Viettel's vastly larger mobile share and aggressive 560MW data-center buildout could lock VNPT into permanent number two position. Severity: high
  • VNPT AI's thin-wrapper products like eKYC and SmartVoice risk commoditization by foundation-model APIs. Severity: medium
  • Active headcount streamlining under 2024 restructuring plan creates job-security uncertainty for existing staff. Severity: medium
  • 2026-02 data-center electricity tariff reclassification raised operating costs over 50%, pressuring margins. Severity: medium

Questions people ask
Is VNPT profitable in 2026?
Yes based on latest confirmed figures. FY2023 consolidated revenue was about VND54.85 trillion (~$2.16bn) with profit of ~VND4.46 trillion (~$175.8m), as reported 2024-07-14. FY2024 targets called for ~$2.36bn revenue and ~$139m profit, though those were targets, not confirmed actuals.
Who owns VNPT?
VNPT is 100% state-owned by the Vietnamese government, held under the Ministry of Finance since its 2010 conversion to a single-member LLC. On 2026-05-05 the Ministry of Science and Technology proposed taking over ownership, but as of this brief that transfer is unconfirmed, still a proposal.
Could AI replace VNPT's business?
Unlikely for core operations. VNPT owns licensed, physical infrastructure (spectrum, VINASAT-1/2 satellites, fiber, Tier III/IV data centers) that AI software cannot replicate. However its own AI product line (eKYC, SmartVoice, SmartUX) is a thin wrapper that foundation-model APIs could commoditize over time.
Is VNPT losing market share to Viettel?
Yes. Viettel holds roughly 54-57% of Vietnam's mobile subscriber market as of 2026-02-17 reporting, versus VNPT's 17-30% depending on source, making VNPT a clear but distant number two, with Viettel also outspending on 5G and data centers.
Is VNPT cutting jobs?
VNPT's 2024 restructuring plan explicitly directs the company to streamline staff and convert VNPT Academy into an HR development center, per reporting dated 2024-07-14. Wikipedia's infobox still lists over 30,000 employees as of 2026, so full-scale cuts are not yet independently confirmed.
Is VNPT a safe company to join right now?
It carries mixed signals. VNPT has a legal moat via Vietnam's 2026 data-sovereignty and cloud laws and won a national AI champion designation in 2026-05, but it is mid-restructuring with active headcount streamlining (2024-07-14) and an unresolved ownership-transfer proposal from 2026-05-05.
