The call

Bloomberg Tax & Legal holds its ground on proprietary data and workflow lock-in, but Thomson Reuters and Harvey are setting the pace on AI.

Bloomberg Tax & Legal sells research tools and databases to law firms and tax professionals who need to look up legal cases, tax rules, and past research. Thomson Reuters (through Westlaw and Checkpoint) and newer AI companies like Harvey are winning customers faster by offering smarter, automated research tools that do more of the thinking for you. The company is unlikely to disappear because Bloomberg has money to keep it running, but whether it will actually grow depends on whether it can convince big law firms to keep paying for its services when Thomson Reuters is selling them tax help through the same tool they already use for legal research.

Why
01
AI pressure: Thomson Reuters CoCounsel and Harvey AI. CoCounsel's 1M users and Harvey's $11B valuation show AI-native tools pulling attention from Bloomberg's slower-moving assistant. Could AI do the core job? Only partly.
02
Bigger players: Thomson Reuters (Westlaw, Checkpoint, CoCounsel). Thomson Reuters is cross-selling CoCounsel into tax and legal accounts Bloomberg has long served, pressuring renewals at Am Law 100 firms. Could a giant copy it? Yes, easily.
03
What protects it. Its 500+ proprietary Tax Management Portfolios and deep embedding in Am Law 100 and federal tax workflows keep switching costs high.
What would change this call
Am Law 100 renewal data over next 12-18 months shows firms switching to Thomson Reuters CoCounsel Tax. Would confirm Bloomberg Tax & Legal is losing premium accounts to a named incumbent rival.
Harvey AI or TaxGPT announce new large law firm or corporate tax department contracts. Would show AI-native entrants converting Bloomberg's price-sensitive or mid-market customers.
Bloomberg Industry Group headcount or open roles shrink in next two quarterly fact sheets. Would signal financial stress or slowed investment versus competitors.

  • Thomson Reuters and Harvey AI outpacing Bloomberg on agentic AI capability and user scale. Severity: high
  • Regology acquisition integration execution risk across Tax, Law, Government platforms. Severity: medium

  • Lack of public financial disclosure obscures true competitive and growth trajectory. Severity: low

Questions people ask
Is Bloomberg Tax & Legal profitable?
Bloomberg Tax & Legal is a private division of Bloomberg L.P. via Bloomberg Industry Group and does not disclose standalone revenue or profit figures. Third-party estimators (low-confidence) put Bloomberg Law revenue near $63.6M in 2022, but no official financials exist as of July 2026.
Could AI replace Bloomberg Tax & Legal?
Unlikely soon: Bloomberg's moat is its 500+ proprietary Tax Management Portfolios and near-total Am Law 100 and Federal Circuit incumbency (claimed, July 2026 fact sheet). It shipped its own AI Assistant in Jan/Mar 2025, but trails Thomson Reuters CoCounsel and Harvey AI on agentic AI momentum.
Who owns Bloomberg Tax & Legal?
Bloomberg Tax and Bloomberg Law are operated by Bloomberg Industry Group, Inc., wholly owned by Bloomberg L.P. The unit descends from the Bureau of National Affairs, founded 1929, which Bloomberg acquired in September 2011.
Who is Bloomberg Tax & Legal's biggest competitor?
In legal research it competes with Thomson Reuters (Westlaw/CoCounsel, which hit 1 million users on February 24, 2026) and LexisNexis (Protégé); in tax research its rivals are Thomson Reuters Checkpoint and Wolters Kluwer CCH, plus AI-native entrants like Harvey AI and TaxGPT.
Has Bloomberg Tax & Legal made any recent acquisitions?
Yes, on June 3, 2026, Bloomberg Industry Group announced the acquisition of Regology, an AI-powered regulatory intelligence platform, to be integrated across Bloomberg Law, Bloomberg Tax, and Bloomberg Government. Deal terms were undisclosed.
What AI features has Bloomberg Tax & Legal launched?
Bloomberg Law launched its Answers and AI Assistant tools on January 14, 2025, and Bloomberg Tax followed with its own Answers and AI Assistant on March 10, 2025, both included at no extra subscription cost. The Tax AI Assistant won a CPA Practice Advisor innovation award on October 27, 2025.
