The call

IOH holds a licensed network and a large subscriber base while betting heavily on AI infrastructure whose payoff is not yet visible in disclosed revenue.

Indosat Ooredoo Hutchison (IOH) runs a licensed cell phone network in Indonesia with 95 million customers. It is hard to replace because the government only grants a few licenses and IOH owns valuable radio frequencies, but the April 2025 merger that created XLSmart as a third big competitor is squeezing profits. The real question is whether IOH's new AI data center business (NeoCloud) will work and make money by early 2026, since the company spent a lot on NVIDIA computers in 2025 but has not yet shown investors that this investment is paying off.

Why
01
AI pressure: Google Cloud, AWS, Microsoft Azure sovereign-cloud regions in Indonesia. IOH is spending heavily on its own NeoCloud AI data center bet before knowing if hyperscalers undercut it locally. Could AI do the core job? Unlikely.
02
Bigger players: XLSmart (XL Axiata plus Smartfren merger, April 2025). The market went from four players to three, and a bigger rival now competes head to head for the same subscribers and pricing. Could a giant copy it? No, they are blocked.
03
What protects it. Licensed spectrum, 95M subscribers, and physical network coverage that a new entrant cannot quickly replicate.
What would change this call
IOH discloses AI TechCo/NeoCloud revenue by Q2 2026. Shows whether the AI capex surge is generating returns or just inflating costs.
Capex stays above 25% of revenue through 2H2026 without new revenue lines. Would indicate capital discipline failure rather than a productive AI bet.
XLSmart launches aggressive pricing or subscriber gains post-merger. Would show the triopoly reshaping is eroding IOH's ARPU or subscriber base.
