The call

Pulumi keeps its enterprise base through deep integrations, but flat funding, shrinking headcount, and IBM's Terraform push surround its growth story.

Pulumi is a company that lets developers write cloud infrastructure using Python, Go, or JavaScript instead of special configuration languages. It is being squeezed from two sides: Terraform (which IBM now owns) and AWS CDK both offer similar features and are free or built-in, while AI coding assistants like Claude and Cursor are making it easier for anyone to write infrastructure code from scratch without needing Pulumi's approach. The key thing to watch is whether Pulumi can turn its Neo AI product into paying customers and raise new funding on healthy terms; if it cannot do both in the next year, the company may struggle to survive as an independent business.

Why
01
AI pressure: Generic AI coding agents (Claude Code, Cursor, GitHub Copilot, Devin). These agents write infra code in any language, weakening Pulumi's original pitch that real languages beat DSLs. Could AI do the core job? Only partly.
02
Bigger players: Terraform, now owned by IBM after its $6.4B HashiCorp deal. Terraform holds the largest IaC share and just killed its own multi-language layer, pulling users back toward its core DSL instead of Pulumi. Could a giant copy it? Probably.
03
What protects it. Stateful deployment engine, governance tooling, and 130+ provider integrations lock in 3,700+ enterprise accounts.
What would change this call
Pulumi announces (or fails to announce) a Series D within 12 months. Shows whether investors still back growth or the company is stalling financially.
Neo paid conversion data after the July 2026 billable transition. Shows whether Neo usage turns into real revenue or usage drops once metered.
IBM/HashiCorp ships a Terraform-native AI-agent competitor to Neo. Would show the incumbent directly contesting Pulumi's AI-orchestration differentiation.
Key numbers
  • 3,700+ customers including Snowflake, Nvidia, BMW (Sept 2025)
  • Headcount ~123, down about 10% year over year (July 2026)
  • No new funding round in 34 months since Series C (July 2026)
Named risks
  • No new priced funding round confirmed since October 2023, a 34-month gap as of mid-2026. Severity: high
  • Headcount down ~10% YoY and web traffic down ~17% QoQ signal growth slowdown. Severity: high
  • Conflicting revenue estimates (roughly $17.3M vs $48.7M) leave no reliable financial picture. Severity: medium
  • IBM-backed Terraform could ship a competitive AI-agent rival, undercutting Neo's differentiation. Severity: medium
  • Neo's shift to billable usage (July 2026) could suppress adoption if customers resist metered AI pricing. Severity: medium

Questions people ask
Is Pulumi profitable in 2026?
Pulumi has not disclosed profitability. Third party revenue estimates conflict sharply, ranging from $17.3M (2024, getlatka) to about $48.7M (ZoomInfo, 2026). No company disclosed revenue or profit figures exist as of mid 2026.
Could AI replace Pulumi?
Unlikely to fully replace it. AI coding agents like Claude Code and Copilot can generate infrastructure code, but Pulumi positions its stateful deployment engine, secrets management, and policy governance as the layer AI cannot safely replace, launching its own agent Neo on September 16, 2025.
Who is Pulumi's biggest competitor?
Terraform, now owned by IBM after its roughly $6.4 billion acquisition closed in February 2025. Terraform holds an estimated 33 to 76 percent of the IaC market depending on methodology, versus Pulumi's smaller developer-centric footprint.
Who owns Pulumi?
Pulumi is privately held and venture-backed, not publicly traded. Founders Joe Duffy (CEO), Eric Rudder (Executive Chairman), and Luke Hoban (CTO) started the company in 2017; it has raised roughly $98.5M total through a Series C in October 2023.
Has Pulumi raised a Series D?
As of July 2026, no confirmed Series D has been publicly verified. Pulumi's last confirmed priced round was the $41M Series C in October 2023, roughly 34 months prior per Crustdata (2026-07-05).
What is Pulumi Neo and does it make money?
Neo is Pulumi's AI platform-engineering agent, launched September 16, 2025, used by over 4,500 organizations by May 2026. Its code review feature became billable on July 1, 2026, with usage limits introduced mid-July 2026, marking its shift from free preview to paid.
