The call

CIBIL sits on a legally mandated data pipeline that four licensed bureaus share, with Account Aggregator adoption the slow-moving question worth watching.

TransUnion CIBIL assigns credit scores and risk ratings to borrowers across India by collecting mandatory reports from all banks and lenders. It is hard to replace because Indian law requires all lenders to report to one of only four licensed credit bureaus, and CIBIL has 20+ years of borrower history that any newcomer could not quickly rebuild; no AI model or fintech app can recreate this without government permission and years of data collection. The biggest threat to watch is Open Finance, a new system that lets lenders pull borrower data directly from banks instead of using CIBIL's scores, which could slowly reduce how much lenders rely on CIBIL's reports.

Why
01
AI pressure: None apparent. AI and fintech tools plug into CIBIL's data rather than replace it; no model can build 20+ years of mandatory lender reporting. Could AI do the core job? Unlikely.
02
Bigger players: Experian India and CRIF High Mark. Both hold RBI bureau licenses and already compete for lender contracts, with CRIF strong in microfinance and Experian in fintech. Could a giant copy it? No, they are blocked.
03
What protects it. RBI licenses only four credit bureaus and legally requires every Indian lender to report to them, locking in CIBIL's data pipeline.
What would change this call
RBI issues new CIC licenses beyond the existing four bureaus. Would end the regulatory oligopoly protecting CIBIL's position.
Major Indian lenders publicly adopt Account Aggregator data to bypass bureau checks in underwriting. Would show lenders substituting away from mandatory CIC reporting.
RBI mandates capped B2B pricing or free consumer access rules for credit bureaus. Would show regulatory action eroding CIBIL's revenue model.

Questions people ask
Is TransUnion CIBIL profitable?
No standalone financials are disclosed for TransUnion CIBIL. Parent TransUnion reported FY2025 consolidated revenue of $4,576 million, up 9% YoY, as of February 2026, but does not break out India/CIBIL profitability separately.
Could AI replace TransUnion CIBIL?
Unlikely. India has only four RBI-licensed credit bureaus and law requires lenders to report to them; AI tools like CRED's June 2026 credit-coaching feature sit on top of CIBIL's data rather than replacing its licensed bureau function.
Who owns TransUnion CIBIL?
US-listed TransUnion is the majority owner, holding 92.1% by 2016-17 after buying out ICICI Bank and Bank of Baroda in 2016. Bank of India sold its remaining 5% stake in 2017 for 190.6 crore rupees, implying a roughly $592 million valuation.
Is TransUnion CIBIL a safe company to work for right now?
There is no reported mass layoff, but leadership churn occurred: CEO Rajesh Kumar resigned in December 2024 after Lok Sabha criticism over transparency, with CRO Bhavesh Jain elevated as successor the same month.
Who is TransUnion CIBIL's biggest competitor?
Its only direct competitors are the other three RBI-licensed credit bureaus: Equifax, Experian, and CRIF High Mark, which is noted for running a large microfinance credit database. RBI issues no new bureau licenses, keeping the group a stable four-player oligopoly.
Does the Account Aggregator framework threaten CIBIL's business?
It is a flagged medium-term risk, not a current threat. As of July 22, 2026, India's Account Aggregator framework had about 15 licensed AAs, 170 data providers and 800+ data users, offering lenders an alternative consented data pathway alongside bureau reports.
