The call

Rostelecom's state ties keep it alive as infrastructure, but shrinking profit and a stalled Solar IPO show its business model under strain.

Rostelecom runs Russia's phone networks, internet backbone, and government digital systems, making it too critical for the state to let fail. No competitor can replace it because the government owns and protects it by law, and international sanctions keep foreign companies out. The real problem is not survival but shareholder value: the state puts its needs first, profits are falling 22% even as sales rise 12%, borrowed money costs 14.5% per year, and the company's cash and trading are stuck in rubles. One change that matters: if the company successfully spins off and sells shares in its data center business (promised since 2024 but repeatedly delayed), minority shareholders could finally see real returns instead of just watching their stake get diluted.

Why
01
AI pressure: Yandex and Sber in-house AI and cloud platforms. YandexGPT and Sber's GigaChat power rival cloud and threat-detection tools that could squeeze Solar's cybersecurity unit. Could AI do the core job? Unlikely.
02
Bigger players: Sberbank and Yandex. The state could reassign biometric or sovereign-internet mandates to Sber or Yandex, cutting into Rostelecom's monopoly role. Could a giant copy it? No, they are blocked.
03
What protects it. State-mandated control of biometric registries, the Runet backbone, and e-government systems, with sanctions blocking foreign entrants.
What would change this call
Whether Solar Group or RTC-Data Center IPOs launch before end of 2026. Shows if capital markets access and unit spin-off value creation are working.
Rostelecom's FY2026 net profit versus the FY2025 22% decline. Shows whether high financing costs keep eroding profitability despite revenue growth.
Any government move to shift biometric database or Runet backbone duties to Sber or Yandex. Would show erosion of Rostelecom's state-granted infrastructure monopoly.

Questions people ask
Is Rostelecom profitable in 2026?
Rostelecom remains profitable but under pressure. FY2025 IFRS net profit fell 22% year over year to RUB 18.715 billion despite revenue rising 12% to RUB 872.79 billion, as high domestic interest rates increased financing costs, per a February 26, 2026 cbonds report.
Who owns Rostelecom?
Rostelecom is majority state-controlled. As of November 2021 data, the Federal Agency for State Property Management held 38.2%, JSC Telecom Investments 20.98%, VTB Bank 8.44%, and VEB 3.96%, putting roughly 71% under state-aligned control, per Wikipedia.
Could AI replace Rostelecom?
No. Rostelecom's core moats are physical fiber infrastructure, the state-mandated national biometric database since 2017, and sole Runet backbone operator status, none of which AI disrupts. AI mainly touches peripheral areas like call-center automation and cybersecurity threat detection at its Solar unit.
Is Rostelecom's Solar Group going public?
It's planned but repeatedly delayed. Rostelecom targeted an H1 2026 Solar Group IPO as of December 3, 2025, but by February 19, 2026 the company said no spring 2026 window would happen, with timing now tied to the Central Bank's key rate.
Who is Rostelecom's biggest competitor?
In mobile, Rostelecom's t2 (formerly Tele2) brand competes against MTS, MegaFon, and Beeline, which together hold about 83% of Russian mobile subscriptions as of September 27, 2025, per Mobile World Live, leaving t2 as the smaller fourth challenger.
Is Rostelecom safe from cyberattacks?
Not fully. A major DDoS attack on April 6, 2026 disrupted internet, banking, and Gosuslugi services across roughly 30 Russian cities, and hacker groups linked to 2025 breaches of Rostelecom were designated extremist organizations by Russia's Supreme Court on July 21, 2026.
