The call

TVB still owns the license and the living room, but the audience behind that license keeps drifting to Tencent, Netflix and cheaper AI-made drama.

TVB is a television company that owns the main broadcast license to reach Hong Kong residents through regular TV sets. It holds a real competitive advantage because Hong Kong's government limits who can broadcast, and most older residents still watch TVB. However, younger people have switched to Netflix, YouTube, TikTok, and other streaming services that TVB does not control, and the company cannot stop this shift. TVB returned to making small profits in 2025 after losing money for six years, but this came from cutting costs and licensing deals with mainland China rather than from attracting new viewers in Hong Kong. The one thing that could save the business is whether mainland China and the nearby Guangdong region can generate enough new revenue to replace the advertising money TVB loses as its Hong Kong audience keeps shrinking, but cheap AI-generated short drama series on mainland platforms are making that harder.

Why
01
AI pressure: Mainland AI-native short-drama studios using Volcengine tools. AI-made short dramas now cost $7-14k a series versus $200k before, undercutting TVB's Cantonese drama licensing model. Could AI do the core job? Only partly.
02
Bigger players: Netflix, Tencent Video, Douyin/TikTok, ViuTV. Among new HK residents Netflix reaches 42% penetration versus myTV Super's 9%, showing streaming already winning younger viewers. Could a giant copy it? No, they are blocked.
03
What protects it. The HK terrestrial broadcast license and 79-81% viewership share keep ad dollars flowing that rivals cannot legally replicate.
